Housing Rehabilitation Program

Weatherization Assistance Program

Panhandle Community Services (PCS) Weatherization Assistance Program (WAP) helps eligible families reduce energy consumption and cost by repairing or replacing heating and cooling units, insulating windows and doors, and executing other energy reduction measures.

These services are provided free of charge to eligible homeowners and/or renters. Households with seniors, disabled persons, or children under the age of 6 years are priority clients in WAP.

Housing Preservation Grant

Panhandle Community Services (PCS) offers a Housing Preservation Grant to qualified applicants for home repair or rehabilitation of housing owned and occupied by low-income rural citizens. Funds are available only to rural areas in the Texas Panhandle in communities with a population of 20,000 or less.

Authorized housing preservation assistance includes, but is not limited to, cost of labor and materials for:

Repair or replacement of the roof
Repair or replacement of the HVAC system
Repair or replacement of gas lines
Electrical wiring
Sewer line replacement
Handicapped showers and ramps

Accessible Ramps

The Texas Ramp Project is a nonprofit organization that provides wheelchair ramps to low-income older adults and people with disabilities identified by local healthcare providers. Ramps are built by local volunteers.

The Texas Ramp Project accepts referrals only from qualified organizations and healthcare professionals. If you or a family member are in need of a wheelchair ramp, please do not apply directly. Instead, reach out to your healthcare provider, social worker, or a community organization to submit a referral on your behalf.
